E. Madeline O’Neill is “Qualified” for the office of Circuit Court Judge. Ms. O’Neill was admitted to practice law in Illinois in 1980 and has had both civil and criminal law experience. Ms. O’Neill possesses all the requisite qualifications to serve as a Circuit Court Judge.The Chicago Council of Lawyers says:
E. Madelaine O’Neill has been a lawyer since 1976. Since March 2007, she has worked as an assistant general counsel to Cook County Commissioner Larry Suffredin. From 1994 to 2007, she served as a juvenile court hearing officer in the Child Protection Division. She reports that 40% of her 25,000 cases she has heard as a hearing officer involved contested hearings. From 1991 to 1994 she was an attorney with the Chicago Park District where she handled discharge hearings. From 1980 to 1991, she was a sole practitioner focusing on domestic relations, torts, and discrimination cases. She has also handled a number of appellate cases. From 1976 to 1980, she was a staff attorney and then the Executive Director of Indian Legal Services for the Eastern District of Michigan, where she handled tribal and treaty legal matters. Lawyers report that she has good legal ability. The Council, however, is concerned that her legal experience has not adequately prepared her for being a Circuit Judge. The Council finds her Not Qualified for the Circuit Court.

Her current experience is Municipal including traffic and civil hearings. She understands the role of the judiciary and what is important to litigants and attorneys. She has good temperament and excellent integrity.The Chicago Council of Lawyers says:

by the Illinois Supreme Court to fill a judicial vacancy.)
Joan E. Powell has been practicing law since 1992. She maintained a solo practice
between 1992 and 1996, focusing on contract, family, and elder law. She then became a Law Clerk with the Circuit Court of Cook County, and spent four years as a law clerk to the Honorable Joseph N. Casciato. From 2000 to the present, Ms. Powell has been an Assistant Cook County State’s Attorney doing medical malpractice defense, employment and labor law, and civil rights litigation. Ms. Powell is reported to possess good legal ability and she is praised for her temperament. She is considered to be a good practitioner and has been involved in a sufficient amount of sophisticated litigation to warrant the Council finding her Qualified to fill a vacancy.

Mr. Riley was admitted to practice law in Illinois in 1988 and currently serves as a hearing officer for municipal code violations for the City of Chicago. Mr. Riley’s practice experience is limited and, at this time, he does not possess the requisite depth and breadth of legal experience to serve as a Circuit Court Judge.The Chicago Council of Lawyers says:
Patrick Dennis Riley has been a lawyer since 1988. Since 2000 he has been an Administrative Law Officer for the City of Chicago Department of Administrative Hearings, adjudicating municipal code violations. From 1988 to 1997 he was in private practice doing insurance defense work. From 1997 to 1999, he was trial counsel for the Chicago Board of Education law department. He was a mental health worker for ten years before becoming a lawyer. Lawyers report that Mr. Riley has good legal ability and has demonstrated a very good temperament as both a practitioner and as an administrative law officer. However, he has not had substantial litigation experience as a practitioner within the last five years, and has had limited experience in more complex litigation matters generally. The Council finds him Not Qualified for the Circuit Court.
