Howard B. Brookins, Jr. is “Qualified” to serve as a Circuit Court Judge. Mr. Brookins was admitted to practice law in Illinois in 1988. After brief stints at the Public Defender and State’s Attorney’s offices, he went into private practice. He has handled a variety of types of cases, including civil, criminal, appellate, and real estate. He has tried cases in state and federal courts. Mr. Brookins is qualifed to serve as a Circuit Court Judge based on his legal knowledge and experience and his excellent temperament and demeanor.The Chicago Council of Lawyers says:
Howard B. Brookins, Jr. was admitted to the Illinois Bar in 1988. He is Alderman of the 21st Ward of the City of Chicago (2003-present) and the Owner and Sole Practitioner of the Law Offices of Howard B. Brookins, Jr. (1987-present). Previously, he was a Partner at Brookins & Wilson (1993-1997); the Principal at Howard B. Brookins, Jr., P.C. (1990-1993); an Assistant State’s Attorney at the Cook County State’s Attorney Office, Juvenile Court Division; and an Assistant Public Defender in the Cook County Public Defender’s Office, Traffic Court Division (1988-89).The Illinois State Bar Association says:
Ald. Brookins is considered to have good legal ability with litigation experience in more complex matters. He is reported to be well prepared and thorough. He has a reputation for being honest and fair, with a strong sense of justice. He is reported to have a calm, professional temperament. The Council finds him Qualified for the Circuit Court.
Howard B. Brookins, Jr. was admitted to the Illinois bar in 1988. After spending two years as an assistant public defender and an assistant state’s attorney, he formed Brookins and Wilson. Since 2008 he has been a sole practitioner, handling mainly criminal defense. He has represented the 21st Ward in the Chicago City Council since 2003, and currently chairs the Committee on Transportation and the Public Way. He is a member of several bar associations. The vast majority of attorneys contacted during the investigation relayed that he is knowledgeable and thorough with good legal knowledge and a reputation for fairness. He has jury trial experience, both criminal and civil, and many bench trials, mostly criminal.
The Committee finds Howard B. Brooks, Jr. qualified for election to the Circuit Court of Cook County.

Lisa Taylor was admitted to practice in Illinois in 2001. She is in private practice with experience in plaintiff’s personal injury and medical negligence practice area. She has also handled criminal defense matters. She was a member of the City of Chicago Board of Ethics between 2009 and 2012. From 2001 to 2002 she was an associate with Sitko & Hoffman handling automobile claims and insurance coverage litigation. From 2002 to 2005, she did litigation at Pretzel & Stouffer. Lisa Taylor has been licensed since 2001. In 2017 she joined Schwartz Gilligan where she focuses on general tort defense and insurance coverage litigation, with some probate practice. Prior to joining her current firm, she had worked at various other firms with civil defense practices. She is a member of several bar associations, has been a speaker on legal topics, mentored law students, and served on the City of Chicago’s Board of Ethics from 2009 until 2012.
In 2014 she was given the Cook County Special Advocate Volunteer Spirit Award. She has litigation experience in civil jury and bench trials. Attorneys praised her legal ability, thoroughness, professionalism, and work ethic.
