CBA evaluations of candidates seeking vacancies in Subcircuits 1, 4, 5, and 6

The Chicago Bar Association has now released its evaluations of all candidates for judicial positions in the upcoming primary. In this post we look at the CBA's evaluations of candidates seeking vacancies in the 1st, 4th, 5th, and 6th Subcircuits. 1st Subcircuit, Johnson Vacancy

MARIA M. BARLOW -- NOT RECOMMENDED
Maria M. Barlow declined to participate in the Judicial Evaluation Committee (JEC) screening process and, therefore, according to The Chicago Bar Association’s governing resolution for the JEC, is automatically found NOT RECOMMENDED.

JOHN W. WILSON -- QUALIFIED
Judge John W. Wilson is “Qualified” to serve as a Circuit Court Judge. Judge Wilson was admitted to practice law in 1996. Judge Wilson was an Assistant Public Defender from 1997 through 2021. He worked his way up the ranks, defending misdemeanor, juvenile and felony cases, including death penalty cases. Ultimately, he became a supervisor in the Public Defender’s office. Since being appointed a C ircuit Court Judge, he has been assigned to Traffic Court and the Fourth Municipal District presiding over misdemeanor and felony matters. He is well-regarded for his knowledge of the law, fairness, and excellent temperament.

4th Subcircuit, Gavin Vacancy

NICK KANTAS -- QUALIFIED
Nicholas Kantas is “Qualified” for the office of Circuit Court Judge. Mr. Kantas was admitted to practice law in Illinois in 2004. He works in the Cook County State’s Attorney’s Office as a supervisor in the Juvenile Delinquency Unit. He previously served in the Office’s Abuse and Neglect Division, Preliminary Hearings Unit, Child Support Division, Civil Division, and the Felony Review Unit, where tried numerous jury trials. Mr. Kantas is well regarded by judges whom he has appeared before and opposing counsel for his calm demeanor, knowledge of the law, legal experience, and fine temperament.

AMANDA MOIRA PILLSBURY -- QUALIFIED
Amanda Moira Pillsbury is “Qualified” for the office of Circuit Court Judge. Ms. Pillsbury was admitted to practice law in Illinois in 2004 and has served as a Cook County Assistant State’s Attorney since her admission. Ms. Pillsbury is currently assigned to the Felony Trial Division and has extensive jury and bench trial experience. Ms. Pillsbury has a calm demeanor and possesses the legal knowledge and experience to serve as a Circuit Court Judge.

4th Subcircuit, Rogers Vacancy

JERRY BARRIDO -- QUALIFIED
Jerry Barrido is “Qualified” for the office of Circuit Court Judge. Mr. Barrido was admitted to practice law in Illinois in 1999 and is currently serving as a Cook County Assistant Public Defender in the Juvenile Justice Division. Mr. Barrido has extensive experience in criminal and juvenile law and has tried numerous bench and jury cases. Mr. Barrido is hardworking and well regarded for his knowledge of the law, diligence, and fairness.

CHLOE GEORGIANNA PEDERSEN -- QUALIFIED
Chloe Georgianna Pedersen is “Qualified” to serve as a Circuit Court Judge. Ms. Pedersen was admitted to practice law in Illinois in 2007. Ms. Pedersen has approximately 15 years of legal experience in a variety of public and private sector roles. She currently serves as a partner and chair of the Labor and Employment Law Practice for her Chicago law firm. Adversaries and judicial references respect and praise Ms. Pedersen for her legal knowledge and ability, her honesty, and her pleasant demeanor. Ms. Pedersen is very involved in activities for the benefit of her community and for the legal profession in Illinois.

SHAWNTE RAINES-WELCH -- QUALIFIED
Shawnte Raines-Welch is “Qualified” to serve as a Circuit Court Judge. Ms. Raines-Welch was admitted to practice law in Illinois in 2009. She has been engaged in private practice her entire career handling personal injury cases, civil litigation defense, and currently municipal litigation. She also serves as an Administrative Law Judge for several local municipalities. Ms. Raines-Welch has litigation experience in both state and federal courts and is well regarded for her fine temperament and professionalism.

PATRICK CAMPANELLI -- QUALIFIED
Patrick Campanelli is “Qualified” to serve as a Circuit Court Judge. Mr. Campanelli was admitted to practice law in Illinois in 1986. He began his career as an Assistant State’s Attorney and then moved to private practice, concentrating mainly in the area of criminal defense. Mr. Campbell has considerable trial experience and is well regarded for his knowledge of the law.

5th Subcircuit, Portman-Brown Vacancy

DAVID L. KELLY -- QUALIFIED (evaluation issued before Kelly's appointment to the bench -- Ed.)
David L. Kelly is “Qualified” for the office of Circuit Court Judge. Mr. Kelly was admitted to practice law in Illinois in 2001 and is currently engaged in private practice concentrating in civil and criminal matters. Mr. Kelly is active in bar and community work and is well regarded for his knowledge of the law, legal experience, integrity, fine temperament, and excellent demeanor.

JENETIA MARSHALL -- QUALIFIED Jenetia Marshall is “Qualified” for the office of Circuit Court Judge. Ms. Marshall was admitted to practice law in Illinois in 2004. She practiced at the Office of the Public Guardian in Cook County prior to joining the Department of Children and Family Services in 2019 where she currently serves as Statewide Compliance Administrator. Ms. Marshall is highly regarded by colleagues and judges she has appeared before for her work ethic, diligence, and fine demeanor.

5th Subcircuit, Shelley Vacancy

TIMOTHY W. WRIGHT, III -- QUALIFIED
Timothy Wright III is “Qualified” for the office of Circuit Court Judge. Mr. Wright was admitted to practice law in Illinois in 1984. Mr. Wright has served in several roles in government and private practice. He has practiced in variety of areas of substantive law. His current practice includes commercial litigation and public finance. Mr. Wright is well-regarded for his legal knowledge and experience, his strong work ethic, and his calm demeanor.

JUDIE LYN SMITH -- QUALIFIED
Judie Lyn Smith is “Qualified” to serve as a Circuit Court Judge. Ms. Smith was admitted to practice law in Illinois in 1992. She is an Assistant Public Defender who defends felony cases. She serves on an Illinois Supreme Court Committee drafting criminal jury instructions. She is also active in community service in the Chicago area. Ms. Smith is well regarded for her legal knowledge, legal ability, temperament, work ethic, and integrity.

TIFFANY N. BROOKS -- NOT RECOMMENDED
Tiffany Brooks is “Not Recommended” to serve as a Circuit Court Judge. Ms. Brooks was admitted to practice law in Illinois in November 2010. She has been employed as legal counsel by a bank, the City of Chicago, and the Office of the Clerk of the Circuit Court. She has also been a solo practitioner, full-time for two years and part-time for seven years during her employment for the City and Clerk, handling matters such as criminal defense, administrative hearings, domestic relations, landlord/tenant and bankruptcies. At this stage in her career, Ms. Brooks does not possess the depth and breadth of trial or other complex legal experience to effectively serve as a judge.

JACKIE MARIE PORTMAN-BROWN -- NOT RECOMMENDED*
Jackie Marie Portman-Brown is “Not Recommended” for the office of Associate Judge. Ms. Portman-Brown was admitted to practice law in Illinois in 1999. She served as an Assistant Cook County State’s Attorney until 2005 when she became General Counsel for the Independent Police Review Authority. She was elected a Circuit Court Judge in 2008 and served in the Criminal Division until she was assigned to administrative duties in March 2020. She lost her retention election in November 2020. Concerns about Ms. Portman-Brown’s candor, conduct and judgment resulted in the Committee's finding of "Not Recommended.”

* Pursuant to Section 27.4 of the JEC Resolutions and Procedures, a candidate who has been evaluated and found "NOT RECOMMENDED" for the office of Associate Judge and who shall within three years of such a finding be a candidate for Circuit Judge shall be found "NOT RECOMMENDED" without hearing.

6th Subcircuit, Araujo Vacancy

CHARLES “CHARLIE” BEACH -- QUALIFIED
Judge Charles “Charlie” Beach is “Qualified” for the office of Circuit Court Judge. Judge Beach was admitted to practice law in Illinois in 1996 and was appointed to the Circuit Court in 2017. Judge Beach is well regarded by lawyers who appear before him for his knowledge of the law, legal ability, diligence, and compassion.

6th Subcircuit, Vega Vacancy

DAVID S. RODRIGUEZ -- QUALIFIED
David S. Rodriguez is “Qualified” to serve as a Circuit Court Judge. Mr. Rodriguez was admitted to practice law in Illinois in 1984. Since his admission to the bar, he has practiced as a transactional lawyer in private practice and has held governmental lawyer positions with the Illinois Attorney General’s office, the Illinois Department of Banking, and the Clerk of the Circuit Court of Cook County. He has served as a Commissioner with the Illinois Court of Claims, where he presided over disputes against the State of Illinois and various state agencies. Mr. Rodriguez is an experienced attorney and is qualified to serve as a judge of the Circuit Court.

KERRIE MALONEY LAYTIN -- QUALIFIED
Judge Kerrie Maloney Laytin is “Qualified” for the office of Circuit Court Judge. Judge Laytin was admitted to practice law in Illinois in 2000 and was appointed to the Circuit Court in 2019. Prior to her appointment to the bench, Judge Laytin served from 2002-2019 in the Appeals Division, City of Chicago’s Law Department. Judge Laytin has extensive appellate court experience and is well regarded for her knowledge of the law, diligence, and thoughtful and deliberate demeanor.
