Jerry Barrido is “Qualified” for the office of Circuit Court Judge. Mr. Barrido was admitted to practice law in Illinois in 1999 and is currently serving as a Cook County Assistant Public Defender in the Juvenile Justice Division. Mr. Barrido has extensive experience in criminal and juvenile law and has tried numerous bench and jury cases. Mr. Barrido is hardworking and well regarded for his knowledge of the law, diligence, and fairness.

Jerome C. Barrido was admitted to the Illinois Bar in 1999. He is a career Assistant Cook County Public Defender. He is currently assigned to a juvenile justice call in a suburban district, where he handles matters ranging from Class X felonies to misdemeanors. He has extensive adult felony and juvenile litigation experience. He is praised as having very good legal ability and temperament. He is considered to be very knowledgeable, and is praised for his trial skills. He is reported to be a zealous advocate while being respectful to judges and opposing counsel. The Council finds him Qualified for the Circuit Court.
The Illinois State Bar Association says:
Jerome Barrido has been licensed since 1999. He is a career assistant public defender, currently assigned to the Juvenile Justice Division. He has tried multiple criminal juries, including complex matters, and has substantial experience with mental health issues. He is considered to be a passionate and dedicated professional who is very knowledgeable about the law, with high character and integrity.

The Committee finds Jerome Barrido qualified for election to the Circuit Court of Cook County.

Ms. Pedersen has approximately 15 years of legal experience in a variety of public and private sector roles. She currently serves as a partner and chair of the Labor and Employment Law Practice for her Chicago law firm. Adversaries and judicial references respect and praise Ms. Pedersen for her legal knowledge and ability, her honesty, and her pleasant demeanor. Ms. Pedersen is very involved in activities for the benefit of her community and for the legal profession in Illinois.

Chloe G. Pedersen was admitted to the Illinois Bar in 2007. She has served as an Associate (2014-2019) and an Equity Partner (2019-present) for Fletcher & Sippel, LLC, where she represents employers in a full range of labor and employment matters before regulatory agencies and in state and federal court litigation. Previously she served as Chief Legal and Labor Counsel for the Cook County Recorder of Deeds (2012-2014), as Assistant Attorney General in the Office of the Illinois Attorney General (2010-2012), as Assistant General Counsel to Speaker of the House of Representatives 96th General Assembly of the Illinois House of Representatives (2009), and as an Associate Attorney (2007-2009) at Querry & Harrow, Ltd., where she defended local municipal corporations and litigated a variety of other cases, including premises liability, personal injury, and insurance defense and coverage. Chloe Pedersen has been licensed since 2007 She is an equity partner at Fletcher & Sippel, after joining them as an associate in 2014, where she leads the labor and employment practice group. Prior to joining her current firm, she spent two years as Chief Legal and Labor counsel to the Cook County Recorder of Deeds and worked as an assistant attorney general in the Government Representation Division–General Law Bureau. In 2009 she was a contract attorney as Assistant General Counsel to the Speaker of the Illinois House of Representatives. From 2007 to 2010 she was an associate attorney with Querrey & Harrow with a civil and government litigation practice. She has been active on committees with several bar associations and is currently a member of the Board of Governors of the Illinois State Bar Association; she also served on the Board of the Women’s Bar Association. She is a past commissioner for the Proviso Township Mental Health Commission and is currently a member of the Riverside Community Caucus. She has been a speaker on legal issues.

She also serves as an Administrative Law Judge for several local municipalities. Ms. Raines-Welch has litigation experience in both state and federal courts and is well regarded for her fine temperament and professionalism.

ShawnTe Miaundra Raines-Welch was admitted to the Illinois Bar in 2009. Since 2019, she has been a Partner at Ancel Glink, P.C., where she is a civil litigation defense attorney and acts as corporation counsel representing units of local government. Previously, she was an Associate Attorney at Sanchez Daniels & Hoffman LLP (2011-2018), where she focused on employment and labor law, and an Attorney at Brustin & Lundblad, Ltd., where she litigated personal injury claims. She has been a speaker and written about legal issues and served on the Proviso Township Mental Health Commission and the Hillside Zoning Commission.

She reports one jury and no bench trial experience as lead counsel, though she has litigated pre-trial motions in state and federal courts. While attorneys stated that she handles her duties as administrative law judge well and is knowledgeable in those areas, fair and even keeled, the Committee has concerns about her lack of trial experience and the depth and breadth of her overall legal experience.

The Committee finds ShawnTe Raines-Welch not qualified for election to the Circuit Court of Cook County.

He began his career as an Assistant State’s Attorney and then moved to private practice, concentrating mainly in the area of criminal defense. Mr. Campbell has considerable trial experience and is well regarded for his knowledge of the law.

Patrick Campanelli was admitted to practice in 1986. From 1986 to 1997 he served as an Assistant State’s Attorney and then left to start his own practice which consists of criminal defense, torts, chancery matters, and real estate. He has substantial litigation experience. Mr. Campanelli is considered to have good legal ability, but the reports involving his temperament are mixed. Some say that he has insulted opposing counsel and engaged in name calling on the record. Others have described other unprofessional behavior. On balance, the Council finds him Not Qualified for the Circuit Court.
The Illinois State Bar Association says:
Patrick Campanelli has been licensed since 1986. After working as an assistant state’s attorney from 1986 to 1997, he opened his own general law practice with an emphasis on trial work, mainly criminal. He has been a college instructor at the undergraduate level.

He has extensive jury, bench and motion experience in criminal law, including in very complex cases and has handled one appeal. Concerns were raised during the investigation about his temperament and professionalism, with attorneys reporting a lack of civility while appearing in court, and a lack of sensitivity as well.

The Committee finds Patrick Campanelli not qualified for election to the Circuit Court of Cook County.
