Litricia Payne is “Qualified” for the office of Circuit Court Judge. Ms. Payne, who is a resident of Cook County, was admitted to practice law in Illinois in 1997 and is currently a supervisor in the felony division of the Will County Public Defender’s Office. Ms. Payne has extensive trial experience and has personally tried 44 criminal jury trials. Ms. Payne played a major role in the expansion of alternate treatment programs for defendants with mental health and substance abuse issues. Ms. Payne is thoughtful and well regarded for her knowledge of the law, extensive experience, and excellent demeanor.
The Chicago Council of Lawyers says:
Hon. Liticia Payne was admitted to practice in 1997. She was appointed to the Circuit Court by the Illinois Supreme Court in 2016. Before taking the bench she was an Assistant Will County Public Defender. As a lawyer, she was reported to have good legal ability and had substantial litigation experience. She is reported to have a good temperament. The Council finds her Qualified for the Circuit Court.
The Illinois State Bar Association says:
Litricia P. Payne was admitted in 1997. She was appointed to the Circuit Court in December, 2016, and reappointed in August 2017 to a different subcircuit. Judge Payne is currently assigned to the Municipal Department, First District, Traffic section. Early in her career she had been a contract attorney and a sole practitioner. In 1999, she became an assistant public defender in Will County, where she obtained substantial criminal jury and bench experience. She is considered to be very knowledgeable, honest and fair-minded. She was the first president of the Black Bar Association of Will County and participates in community activities. Judge Litricia P. Payne is found to be Qualified for election to the Circuit Court of Cook County.
