Does this mean he's running for a higher court?

No, it means that he's running to keep the Circuit seat to which he is currently appointed.

One of the great failings of the Internet is that it is nearly impossible to recognize tone or humor from the pixels on the screen. See, Poe's Law. Dr. Klumpp made what my kids would call a "Dad joke" -- rooftop fundraiser... running for a higher court -- which seemed quite clear (and amusing) to me... but not to Anon 8/23 at 9:09 a.m.

And I do not mean a knock of any kind against Anon. It's just the way the Internet (and, increasingly, society itself) works... or doesn't. The difference in perception probably arises from the fact that I knew who was making the comment and Anon did not.

P.S. -- for those who may actually look up Poe's law -- as far as I'm concerned, putting a smiley-face or " ;) " after a defamatory or hateful or deliberately injurious remark (as some have tried on other posts) does not render the comment humorous. IMO.
