She has also served as a Cook County Assistant Public Defender for nine years and was a Cook County Assistant State’s Attorney for 1 year doing appellate work. Ms. Rogers is considered to be a highly competent lawyer with good legal ability and with civil and criminal law experience in complex matters. Thomas J. Byrne has been an Assistant Cook County State’s Attorney since his admission to practice in 1989. He is currently Supervisor of the Third Municipal District in Rolling Meadows. Mr. Byrne is considered to have good legal ability and temperament. He is known to be knowledgeable about the criminal law and conducts trial advocacy training for assistant state’s attorneys. He is reported to be hard-working and well-prepared. There were a few responses during the evaluation questioning whether he could be fair to defendants in light of his prosecutorial career. On balance, the Council finds him Qualified for the Circuit Court.
