Litricia P. Payne appointed to countywide vacancy

The Illinois Supreme Court yesterday appointed Litricia P. Payne, an Assistant Will County Public Defender, to the countywide vacancy created by the recent retirement of Judge Eileen Mary Brewer.

The appointment, which is effective December 30, terminates on December 3, 2018.

According to ARDC, Payne has been licensed as an attorney in Illinois since 1997. The Will County Public Defender's website reports that Payne is a Felony Courtroom Supervisor and a Mental Health Court team member in that office. She is a graduate of Loyola University Chicago School of Law and Illinois State University. Payne was in private practice before joining the Will County PD's office. According to the Will County PD website, Payne is a board member of the Black Bar Association of Will County. A 2008 article in the Chicago Tribune listed Payne as among the founding members of that group.

    Jean Prendergast Rooney -- appointee, Elizabeth KARKULA (yes, she is married to her judge colleague, Paul Karkula who will likely do a last-second retirement so that she can file for it and try to avoid all of the challengers who like her (his) last name)

    Michelle Jordan -- appointee, Clare QUISH (Theis' law clerk who doesn't have a judge spouse who can retire so she can file for that last-second vacancy)

    Sheila McGinniss -- vacant (for nearly 8 months, but likely going to a black, gay and/or Irish female)

    Eileen Brewer -- Litricia PAYNE (Will County lawyer likely to be appointed to the First District Court of Appeals by Freeman, just like he did the last time there was a Will County lawyer appointed to a Cook vacancy)

    2 - Bertina Lampkin, appointee Fred BATES (another carpetbagger ala Richardson)

    6 - Gloria Chevere -- appointee, Kent DELGADO (heard he hired Anna Loftus as his campaign consultant, so he will be just fine!)

    6 - Robert Lopez Cepero -- vacant (for nearly 8 months)

    8 - Candace Fabri -- appointee, Robin SHOFFNER (recent refugee from the 5th Sub who is now trying to pass herself off as something that she is not -- can you guess what that is?)

    8 - Laura Liu -- Mike FORTI (2014 AJ finalist and lost 2012 countywide to Jessica ARONG O'Brien -- O'Brien being the sore winner is fielding a slate to run against Forti)

    8 - Sheryl Pethers -- appointee, Myron MACKOFF (2014 AJ finalist and son of former judge; nice guy way in over his head)

    10 - Eileen O'Neill Burke -- appointee, Stephanie SALTOUROS

    10 - Donalid Suriano -- appointee, Gerald CLEARY (lost 2012 countywide to Cynthia Ramirez and withdrew from 2016 Bates v. Powers countywide race)

    11 - Kathleen Kennedy -- vacant (Hispanic female likely choice -- "JR", unless the party runs JR countywide to cash in on the success of Fernandez/Ortiz; lord knows Louie Arroyo must like her because she paid a steep discount or, more likely, Louie just likes to fleece all non-Hispanics)

    15 - George Scully -- appointee, Diana EMBIL (nice woman and good judge, but the wolves are at her heels)


    Rumor is that there will be a total of 5 vacancies in 2; 1 vacancy in 3; 2 vacancies in 4; 1 vacancy in 5; 2 vacancies in 6; 1 vacancy in 7; 3 vacancies in 8; 1 vacancy in 9; 2 vacancies in 10; 2 vacancies in 11; 1 vacancy in 12; 1 vacancy in 14 (but Ed Burke won't let you have it); and 2 vacancies in 15.

    And last but not least, Rhonda Crawford will never be seated in 1, so there will be a grand total of 2 vacancies in 1 for the 2018 cycle.


    Remember, petition circulation starts late August. Avoid Arroyo and EP if you are running countywide. How will you know who EP is? She is short, wears glasses and spent an inordinate amount of time at the downtown offices of elected officials instead of her desk in judge's jail, reviewing pauper's petitions.

  2. There has been an inordinate amount of speculation lately about the identity of E.P. Not all the comments have made it through, but a lot of them reach the same conclusion you have, Anon 10:27 a.m.

    Lord knows, I have no inside info and, when it comes to matters political, I'm not certain I can claim to be right as often as a stopped clock... but I'm not persuaded that you (and the others, if indeed there are others, anonymity being what it is) are correct in your suspicions.

    Jus' sayin'...

    Of course, your strategy might be brilliant: Insinuate that Person X is E.P. E.P. surfaces long enough to refute said insinuation. Or Person X does. Then you insinuate that E.P. is really Person Y, and wait for the process to play out again. And, then, Person Z... and so forth. Eventually, E.P. could be unmasked.

    Why would that be important?

  3. Brilliant, spot on analysis by 10:27, and very rare entry by JL into anything remotely controversial (the great unmasking).

    In my book, I'm fine without the identity of EP ever being disclosed. When Watergate informant, "Deep Throat," was ID'd, some of the Watergate lore lost its intrigue.

    Now I've long suspected EP is the guy in Daley Plaza who holds the sign about the FBI, toots a whistle and never seems to get passed hour 48 in his hunger strike in an effort to expose Jill Biden as an Israeli spy.

    Others I know have speculated EP is the "Get your World's Finest Chocolate, how you doin today?" woman at Madison & Clark.

    A small but vocal faction think EP is M. Yak.

    The only short woman with glasses watching Louie is Pam Zekman, ... or maybe Loretta Lynch.

  7. Hello to all. E.P. here.

    Love all the speculation here and seriously respect this blog. It's the best place to go to for all the latest legal/judiciary information that only us legal/judiciary junkies care to read about.

    Anyway, first things first. I'm not short. I'm "just 'bout five feet four" from my head to the ground. I love the Shadows of Knight. Local boys. Chicago band. Anyway, I think that makes me of average height.

    And second. I do agree that I have no business in a bikini. So no sun-bathing in a bikini in the backyard, or anywhere else, for me. What is seen cannot be unseen. LMAO.

    All of the analysis of the various appointments written about above are pretty good. Except for the 6th sub-circuit which, of course, is what I know best.

    Kent Alan cannot successfully run in the 6th. It doesn't matter who his campaign manager is. Could be the guys that ran the Loftus campaign or not. It just doesn't matter. The local leadership had no role in his appointment and the dynamics that were in play for Loftus this past year just don't exist this time around. And he can try to play catch-up by introducing himself to the local leadership by going to every event and every fundraiser until the cows come home, it won't make a difference. He's a stranger to them and he going to stay that way.

    He needs to talk to his clout about rewarding him for the Ahern work with a countywide spot. And believe me when I tell you that his white clout is very powerful and can make it happen. But in the 6th, he doesn't stand a chance.

    So happy holidays to all and remember to always pull your pants up. Nobody, and I mean nobody, wants to see your underwear. Unless you're Russell Crowe and you're wearing that short leather skirt like in the movie, Gladiator. Then yes.

  9. E.P., everyone said the same thing about Loftus last year, that she had no chance and the leadership in the 6th subcircuit wanted nothing to do with her. But then she hired her A list campaign manager Frank three months before the election and won by 9 points against the slated Hispanic candidate, who was supposedly supported by the leadership in the 6th subcircuit. It wasn't even a close race! If Delgado hires the right people, he is a strong contender for the 6th subcircuit.

Having met the person who many have hinted as being EP, I humbly suggest that a quick read of EP's posts will quickly cause you to conclude that the suspect is completely unable to pen such creative missives. In short, "she ain't EP."

  11. FRANK CALABRESE AND IKE CAROTHERS WERE BIG WINNERS IN THE 2016 PRIMARY AFTER THEY RESPECTIVELY GOT ANNA LOFTUS ELECTED IN A HISPANIC SUBCIRCUIT AND PAT SPRATT ELECTED IN A BLACK SUBCIRCUIT, BOTH AGAINST SLATED CANDIDATES.

    IF YOU ARE AN APPOINTED JUDGE WHO DOESN'T HAVE THE SUPPORT OF LOCAL POWERS THAT BE, I'D CALL FRANK OR IKE.

  12. ONE OF THE 6TH SUBCIRCUIT VACANCIES BELONGS TO RICARDO LUGO. HE EARNED IT FAIR AND SQUARE. THE 33RD WARD WILL REVOLT AGAINST COMMITTEEMAN AARON GOLDSTEIN IF HE DOES NOT HONOR THE DEAL BROKERED BY HIS PREDECESSOR AND FULLY ENDORSE RICARDO LUGO. THERE WILL BE DEMONSTRATIONS AGAINST GOLDSTEIN FOR WEEKS AND STREETS WILL BE SHUT DOWN.

    subcircuit. Riley's was filled but Davy's not yet which are probably the 2 you are referring to but more to retire from there or some new spots may be opened.

  16. Anon 1:30, I can't tell if you're being facetious or if you really mean what you say.

    My own belief is that things aren't they way they once were. Unless you have a boatload of money to spend, anyone who tells you that they can get you elected if you hire them are con artists. Why do we only hear about the times these folks win, but never when they lose?

    There are a lot of scam artists. Don't buy their BS. The 6th sub would have turned out exactly the same regardless of who hired whom.

But I'm of the opinion that any judicial campaign consultant would likely see an enormous uptick in their business if he or she buys a straight-up ad from me.   20. Without disparaging Ms. Foxx, Anita Alavarez was toxic was toxic last year. The only person she could have lost to was the guy who did the Laquan McDonald shooting or possibly the Mayor who withheld the video and pressured Alvarez not to prosecute until after the election.

  21. Four campaign consultants get together to discuss the upcoming election. Soon after they get together they notice that a nearby sink is leaking badly and the Irish plumber consultant goes to work. As he squats, his loose pants droop exposing half of his rear end.

    The Hispanic former judge consultant says if I saw that in my courtroom, I'd hold him in contempt and send him to jail. The black former ex con alderman consultant says, if he wore his pants like that in prison, he'd be in a whole lotta trouble. The Polish printer consultant looks over to see what all the commotion is about but has a hard time focusing because he was out late the night before. He sees the plumber's exposed rear-end and says, "Who invited M Yak and Sean?"
