Daniel Patrick Duffy - #227

Tribune Questionnaire

Bar Association Evaluations

The Chicago Bar Association says:
Judge Daniel P. Duffy is “Qualified” for the office of Circuit Court Judge. Judge Duffy was admitted to practice law in Illinois in 1995 and was appointed to the Circuit Court in 2014. He sits in the Municipal Division hearing high volume collection and tort cases. Prior to being appointed to the bench, Judge Duffy had a distinguished career as a civil litigator. He also was a hearing officer for the Metropolitan Water Reclamation District and a member of the ARDC Review Board. Apart from his legal and judicial career, he was involved as a personal guarantor in a failed business loan which was extensively litigated and the subject of negative publicity. He stated the litigation spun out of control and he has learned a lot from that difficult experience.
The Chicago Council of Lawyers says:
Hon. Daniel Patrick Duffy was appointed to the Circuit Court by the Illinois Supreme Court in 2014 and currently sits in the First Municipal District. He was admitted to practice in Illinois in 1995 and in Wisconsin in 1994. Before becoming a judge, he was an attorney with several private firms doing a variety of matters including criminal defense, commercial litigation, and insurance litigation. Judge Duffy presents several issues. Prior to becoming a judge, many attorneys were critical of Judge Duffy, noting incivility in their dealings with him. While some attorneys praised his litigation skills, the Council on balance found him Not Qualified in an earlier evaluation. Since becoming a judge, many lawyers have praised his knowledge and court management skills. But the Council is also concerned that the U.S. Court of Appeals for the Seventh Circuit recently found that Judge Duffy as a personal litigant had brought an appeal that the Court believed was frivolous, and levied sanctions. On balance, the Council finds Judge Duffy Not Qualified for the Circuit Court.
The Illinois State Bar Association says:
Daniel Patrick Duffy has been licensed in Illinois since 1995. He was appointed to the Circuit Court in 2014 after a career in private practice with a background in civil litigation, insurance defense, and defense of claims against municipalities, with some appellate experience. Attorney who have appeared before Judge Duffy consider him to be very bright and hardworking. They report that he is respectful and impartial, and his courtrooms run efficiently and fairly. Judge Duffy has been involved with both state and federal litigation over a failed business venture that resulted in the U.S. Court of Appeals issuing sanctions for what the Court termed was a frivolous appeal. The matter is apparently in the process of being settled. Judge Duffy is found to be Qualified for election to the Circuit Court.
